Why does my computer sound work only on some programs, not on systems sounds or on most of internet sites?

I had cards installed to increase memory & sound quit working.. installed new sound card now only a few programs have sound..no system sounds and only the internet sites for pogo.com & netflix have sound...no other sites have sound

i think the obvious answer is its a crappy sound card, RMA it or just get a new one for cheap
