How to fix a computer screen?

I have read similar questions on Yahoo Answers, but nothing fits my problem. The screen is too big so I can not see the full toolbar at the top or bottom of the page. For example, right now I do not see the Back button at the top or the Start menu at the bottom. I tried to press the zoom button and a decrease of 75%, but only lower than the rest of the screen. I still can not seem the entire top or toolbars at the bottom. Please help! It's really annoying.
